Meeting:        Salem Licensing Board held Monday, January 9, 2012 at 6:00 pm in the third floor conference room, 120 Washington Street. Present were members Robert St. Pierre, Chairman and John Casey, Rick Lee, Investigator for the Board, Peter Baglioni and Melissa Pagliaro, Clerk.

Mr. St. Pierre started the meeting by saying that the discussion with the owner of 179 Boston Street would be continued until January 23, 2012 at 6pm. He said he did not want anyone to sit and wait if they were here for that Agenda item.
        
Discussion:       S&D Petroleum. Present: Niad Zabboud, President of the Corporation.
        Mr. Casey said they are here to change the parking plan a bit for the Class II Auto Dealer’s license. He asked Mr. Nabboud to briefly tell the LB the difference.
        Mr. Nabboud said they are just moving some of the selling area.
        Mr. St. Pierre said he would ask Det. Baglioni to speak because he and Lt. Ouellette had been by the lot.
        Det. Baglioni said that he and Lt. Ouellette spoke briefly with the owner and that if necessary he can get a letter from the Traffic Safety Division.
        In the audience, Linda White, neighbor said she was only there to hear what was happening as she was at the previous meeting.
        Mr. Zabboud said that they are moved the two spaces and need to keep the fence open at the end of Calabrese Street for easy delivery for the oil trucks or they would have to be backing up on Jefferson Ave and he thought this was safer.
        Mr. St. Pierre said this all seems fine and he does not think that the traffic division needs to be involved.
        Mr. Lee motioned to accept the amended plan.
        Mr. Casey seconded.
        Mr. St. Pierre said all are in favor. Motion carries.   

Approved:       Application for the Renewal of a Store Fortunetelling License and two sub licensees. Present: Jean Garaham and Richard Watson.
        Mr. Casey asked what the contents of the store were.
        Ms. Garaham said it is 100% metaphysical, she said she has been in business for 19 years and the only thing that is changing is the location of the store. She said they moved from Central Street to 203 Essex Street.
        Mr. Casey asked how many readers are reapplying.
        Ms. Garaham said two.
        Mr. Casey motioned to approve.
        Mr. Lee motioned to second.
        Mr. St. Pierre said all are in favor. Motion carries.

Approved:       Application for Renewal of Individual Fortunetelling License. Applicant: Richard Watson.
        Mr. Casey asked Mr. Watson where he read from.
        Mr. Watson said he does readings from home and phone readings.  
        Mr. Casey asked if he knew the rules about advertising.
        Mr. Watson said he does and that he has a big clientele so he does not advertise at home.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
        Mr. St. Pierre said all are in favor. Motion carries.

Approved:       Application for one Day Liquor License and Entertainment license for Farmers Market and The Arts Festival. Present: Rinus Oosthoek, Director of Salem Chamber and Jennifer Bell.
        Mr. Casey asked how many years this is for Salem SO Sweet.
        Ms. Bell said this is the 10th year. She said tickets will be sold and they are expecting about 15o people.
        Mr. Casey asked how much the tickets were.
        Mr. Oosthoek said $25.00 each. He said there is usually wine and sometimes champagne.
        Mr. Casey asked who would be pouring.
        Mr. Oosthoek said that each restaurant participating does their own pouring. He also said they will provide insurance and that they get a detail officer every year.
        Mr. Casey motioned to approve and waive fee for the non-profit.
        Mr. Lee seconded.
        Mr. St. Pierre said all are in favor. Motion carries.

        Mr. Casey said there are also two applications for Entertainment Licenses. He said the first one is for the Farmers Market from June through October.
        Ms. Bell said they are doing this early as they are trying to get the applications out. She said it is usually a Street Performer at the Market.
        Mr. Casey motioned to approve.
        Mr. Lee seconded

        The other Entertainment License Application is for the Arts Festival from June 1-3rd.
        Ms. Bell said there would be entertainment at the Fountain Stage and Derby Square and maybe along the Ped Mall this year.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.

        Detective Baglioni forwarded a complaint to the Board for Rizzo’s Pizza on 7 Paradise Road for not being in compliance with the conditions of their license. He said he has done surveillance twice and has written a report.
        Mr. Lee motioned to call Rizzo’s in for a Hearing at the next meeting on January 23, 2012.
        Mr. Casey seconded.
        Mr. St. Pierre said all are in favor. Motion carries.
